How the cost rental lottery works
Why applying on day one doesn't help, how many people apply, and what happens in the 72 hours after you're picked.
Most cost rental homes in Ireland aren't handed out first come, first served. Each scheme takes applications for a set window, and then eligible applicants are picked at random. Knowing that changes how you should approach it.
Applications open for a set window
The Land Development Agency opens each scheme for a fixed period. Woodbrook in Shankill, for example, opens on Tuesday 20 October 2026 at 12 noon for seven days. Housing bodies often run longer windows: Oaklee listed Harman's Rest in Donabate on 8 October 2026, and applications close on 2 November.
Applying early doesn't improve your chances
Once the window closes, the LDA picks eligible applicants at random. Someone who applies in the last hour has the same chance as someone who applied in the first minute.
How many people apply
Demand is high. When 22 houses at Citywest opened for cost rental in 2023, around 540 households applied. A scheme of 24 duplexes at Delgany drew around 430 applications. That works out at roughly 18 to 25 applicants for every home, so expect to apply more than once.
One application per home size
You can apply for each home size your household fits, but only once per size. The LDA disqualifies anyone who applies twice for the same type of home. Check which sizes fit your household.
If you're picked
The LDA gives successful applicants 72 hours to upload proof of income and other documents. If you miss the deadline, the offer goes to the next person drawn. Other providers set their own deadlines, so check each listing. Here's what to get ready.
The short version
- Note the closing date, not the opening time.
- Apply once for each home size your household fits.
- Gather your documents before the draw, not after it.
